Job Title:  Tribal Administrator
Reports To: Tribal Council
Department: Tribal Administration
Location: Mashpee Tribal Offices
Status: Full-Time Exempt
Salary Range: $92,000 to $125,000 per year
Closing Date: April 30, 2012


Summary:  Manages and directs all Tribal departments, programs and services of the Mashpee Wampanoag Tribe by performing the following duties personally or through subordinate managers under the direct supervision of the Tribal Chairman.

Essential Duties and Responsibilities include the following.  Other duties may be assigned. 

Plans, coordinates, and managers the daily operation of Tribal departments through the organization's directors and managers.

Establishes current and long range goals, objectives, plans and policies, subject to approval by
Tribal Council.

Dispenses advice, guidance, direction, and authorization to carry out major plans, standards and procedures, consistent with established policies and Tribal Council approval.

Meets with organization's Directors and Managers to ensure that operations are being executed in accordance with the organization's policies.

Establishes and maintains an effective system of communications throughout the organization.

Represents the organization with all levels of Federal, State and Local governments as well as other Tribes and Native American groups and organizations.

Oversees the Human Resources Management function to ensure effective human resources policies and procedures up to date and adhered to.

Oversees the preparation and analysis of Tribal budgets and revue and monitors budget expenditures. Assures that general funds programs, indirect cost proposals, and contract and grant proposals are submitted in compliance with Tribal and Federal guidelines.

Coordinates all activities related to procurement and planning for the organization.

Actively participates in contract negotiations and contract administration.

Plans for future development of programs and services for the Tribe and its Citizens.

Provides reports regularly to the Tribal Council concerning the status of all assignments, projects and functions of the various Tribal programs, department and activities.

Attend Tribal Council meetings and department meetings when appropriate and when as needed.

Job Title:  Manager of Human Resources
Reports To: Tribal Administrator
Department: Tribal Administration
Location: Mashpee Tribal Offices
Status: Full-Time Exempt
Salary Range: $69,000 to $90,000 per year

Summary: The Manager of Human resources is responsible for the administration of human resources policies, procedures and programs. The Manager of Human Resources carries out responsibilities in the following functional areas: departmental development, Human Resource Information Systems (HRIS), employee relations, training and development, benefits, compensation, organizational development, and recruitment.

Essential Duties and Responsibilities include the following.  Other duties may be assigned. 

Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.

Development and administration of policies, procedures, and guidelines.

Recruits, interviews, tests, and assists in the selection of employees to fill vacant positions.

Plans and conducts new employee orientation to foster positive attitude toward company goals.

Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics.

Coordinates management training in interviewing, hiring, terminations, promotions, performance review, and sexual harassment.

Advises management in appropriate resolution of employee relations issues.

Participates in developing department goals, objectives, and systems.

Responds to inquiries regarding policies, procedures, and programs.

Administers performance review program to ensure effectiveness, compliance, and equity within organization.

Administers salary administration program to ensure compliance and equity within organization.

Administers benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance.

Investigates accidents and prepares reports for insurance carrier.

Conducts wage surveys within labor market to determine competitive wage rate.

Prepares budget of human resources operations.

Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.

Participates in administrative staff meetings and attends other meetings and seminars.

Represents organization at personnel-related hearings and investigations.

Job Title:  Housing Assistant
Reports To: Director of Housing
Department: Housing
Location: Mashpee Tribal Offices
Status: Part-Time Non-Exempt
Salary Range: $13.80 to $20.07 per hour
Closing Date: April 20, 2012

Summary:  Provide administrative support to the Director of Housing. Compiles and maintains records of business transactions and office activities of the housing department by performing the following duties.

Essential Duties and Responsibilities include the following. Other duties may be assigned

Responsible for incoming communication such as phone calls, office email and voicemail.

File documents, forms, correspondence etc, and work with the director to establish filing system and records retention schedule.

Assist in scheduling meetings for Director and other housing staff.

Gather and compile financial or statistical information to assist in the production of grants, and reports.

Receive and appropriately file pertinent documents.

Drafts program contracts and work with legal assistance.

Assist with travel arrangements.

Maintain office files, regulations, program notices and reports.

Coordinate special events planning.

Maintain office records by copying, filing, organizing, and archiving documents in paper and electronic form.

Create and update all official forms and documents for Director and program needs.

Maintain client database for housing department.

Temporary Positions - Taunton Campaign Headquarters - 1 Knotty Walk, Taunton

1. Tribal liaison- strong community relations background. Experience in customer service helpful. Knowledge of tribal government and history essential. Must be comfortable with public speaking and interacting with diverse populations.

2. Campaign assistants- opportunities in all aspects of campaign operations, including office management, canvassing, telephone calls, meeting logistics, data entry, etc.

Compensation for all positions will be commensurate with experience.

 

Once again, in concert with the New England Consortium, Tribal Members will able to take free training.  This represents $13,000.00 of training at no cost to the Tribe.

A 40 hour HAZWOPER training has been set up for a maximum of 25 students.  Classes will be held from April 2 – April 6.  Remember this is a full, five day, forty hour course, it requires a bit of planning on the part of the participant.  

In addition, a no cost refresher course will be offered in 9 months. All hazardous-waste-site workers are required to complete this course before entering a site under OSHA regulation 1910.120. 

Certified Fiber Optics Training starts in April.
